Determining whether a change has actually generated a real ROI can be
tricky. Few organizations actually understand themselves well enough to know
how ROI can be measured in meaningful way. Productivity gains are usually
obvious but often a poor indicator of the true health of the business.

organization. Too often technical project roar ahead on the basis that they
will "save" costs in the future where the real-world KPIs of the
organization have not been developed or measured. In many case
"soft" measures are ignored to the detriment of the investment.
